Toyota Repair: windshield wipers, windshield wipers, wiper motor

Question
I have a 94 Toy PU XCAB 4x4. Windshield wipers quit working all but the fastest setting. This possible fuse related or wiper motor?

Fuses have nothing to do with it, the speed is set with the switch,but it could be the motor's fault also, the resistors to regulate the speeds are in the motor, electrical problems are kind of hard to diagnose without being there and I have not seen this problem before.
