Tractor Repair: International 464 Loader problem, hydraulic hoses, down position

> I have a International 464 with a 1550 loader, I'm experiencing hydraulic issues with the loader, it has up lift pressure but no down pressure, the loader arms will only come down if you shut of the tractor and hold the control valve in the down position it will slowly come down

  If the hydraulic hoses are plugged into the tractor remote valve couplers, there could be something wrong with the couplers or the hose tips, or the remote valve.  It should not be a problem with the lift cylinders on the loader.  Try reversing the hoses for the lift arms so that the lever must be moved the opposite direction to lift the loader.  If the loader lifts but still will not lower, the problem is not in the remote valve.  Or swap the hoses to the other valve so that the valve that controls the bucket now controls the loader arms.  If the problem is gone, there is something wrong with the remote valve or couplers.  If the problem stays the same, there is something wrong with the hose tips.
