Tractor Repair: Case JX65 tilt steering, gas strut, instrument cluster

Sir-
I recently inherited a 2004 Case JX65...I cannot get the tilt steering adjustment to lock in a desired location. Is there a lubrication issue here or I am just not seeing the obvious. The wheel will move up and down but will not stay in a location other than all the way up.

  There is probably something worn out or broken in the tilt lock mechanism.  There is a gas strut under the dash that releases with the tilt lever.  The gas strut or lever could have something wrong with it.  The instrument cluster would have to be removed to get at it to see what's wrong.
