Tractor Repair: CASE 970 THROTTLE CABLE, cross shaft, penetrating oil

I HAVE FOLLOWED YOUR INSTRUCTIONS AND HAVE GOTTEN THE OPERATOR'S END OF THE CABLE FREE. NOW HOW CAN I GET THE OTHER END LOOSE? IT IS CONNECTED TO AN ARM ON A CROSS SHAFT WHICH IS ALSO OPERATED BY A FOOT PEDAL. THE CROSS SHAFT AND PEDAL ARE FROZEN. ALSO HOW CAN I ACCESS THE UNDER SIDE OF THE PEDAL TO FREE IT UP?

Answer
 Remove the lower rear hood panels on each side below the cowling that is in front of the dash.  It is still hard to get at it, but you should be able to spray some penetrating oil on the shaft pivots.  Not sure how to access the underside of the pedal, I've never had to do it.
