Tractor Repair: timing and starting problems, electric solenoid, spark plug wire

I do not no the year but it is a international 2444 gasoline tractor we can not get it to start we have the firing order of the engine and also timed the engine...it does get spark...the gap is at .020 in the distributer... and we know its getting fuel can you help me please and just tell me a few things on the timing or possibly why it will not fire.

 If you have verified that there is spark at the spark plugs, then recheck the firing order.  Remove  #1 spark plug, put your finger over the hole and turn the engine in the normal direction of rotation until #1 piston is at the top of the compression stroke.  You will be able to feel when there is compression with your finger on the spark plug hole.  Look at which direction the rotor in the distributor turns while turning the engine.  When the piston is all the way up, look at the rotor to see where it is pointing.  That is where the #1 spark plug wire should go on the distributor cap.  Then follow around the distributor cap in the direction the rotor turns with the firing order for the rest of the wires.  Not sure how you know it is getting fuel to the cylinders.  There may be fuel coming from the tank and to the carburetor, but there could still be no fuel getting to the cylinders if the float or needle valve in the carburetor is stuck.  Remove the drain plug from the carburetor bowl to make sure it is filling.  If this tractor has an electric solenoid on the carburetor, make sure there is power to it and that the solenoid is working when the ignition switch is turned on.
