Tractor Repair: 1970 international 444 fuel injector pump, starter fluid, key switch

i ran out of diesel fuel i put fuel in it would not restart cleaned everything bled all the lines changed the fuel filter rinsed out the fuel tank blew the lines out i cant get pressure coming out of the fuel pump even after bleeding all the lines by the book ill spray starter fluid in the air intake and it will start up and when the fluid is burnt up it shuts off so im pretty sure i need to rebuild the fuel pump but i dont know how so if you you have a diagram or think its something else please email me as soon as possible thank you

 It would be very odd for the injection pump to fail after you ran out of fuel, but of course anything is possible.  If it worked OK before you ran out of fuel, it should work now.  If you have good flow from the tank and you can bleed the filter, then there should be enough fuel getting to the injection pump.  I don't remember anymore how a 444 shuts off, with a cable, with the throttle, or with the key switch.  I haven't worked on a 444 in almost 20 years.  However it shuts off, make sure that the shut-off mechanism is working.  You stated that you could not get pressure out of the pump, but not sure how you bled the system.  After the filter and everything is bled up to the injection pump, loosen the injection lines at the injectors and crank it over at full throttle until fuel squirts out, then tighten the lines back up.  It should start.  If you can't get fuel to the injectors, then possible there is something wrong with the pump, but don't try to rebuild it yourself.  Send the pump to a diesel injection repair shop.
