Tractor Repair: 7140 CASE IH Hydraulic question, flow control valve, little flow

I have 3 remote SCV's on the tractor.  Number 3 works great, number 2 ok, but number 1 has very little flow.  I have borrowed a scraper to do some fall work and it takes all 3 remotes to operate.  I have tried to adjust flow control valve which is under cab on left hand side of tractor.  Number 3 valve will turn 360 degrees, number 2 valve maybe around 250, and number one 120 degrees at most.  I've looked at the parts diagram and all parts seem to be in good working order.  I am assuming that sleeve control should turn fully around but not sure how to get it to do that ?  The end of the spool has a small pin which fits down in the sleeve control but hard to get enought leverage to turn any further.

  The flow controls are on the right side on top of the remote valves.  It is possible that there is something wrong with the flow control valve itself, but sometimes the problem is a broken spring under the flow control sleeve.  I don't remember how many degrees the flow control should turn, but they should all turn an equal amount.  See if the flow will increase while deadheading another remote, or turning the steering against the stop.  If the flow increases, there is a signal check valve problem.
