Tractor Repair: Ford 7108 Tractor PTO Issue, brush hog mower, mechanical linkage

QUESTION: After putting a 6 foot brush-hog mower deck on the back of a Ford 7108 4x4 tractor, the throttle was reduced to a low RPM in order to engage the PTO for the mower deck and not loose all the gear teeth. Apparently, the throttle was reduce too much as it stalled the tractor. Now, I cannot get the tractor to turn over even though I have disengaged the PTO (by using the lever). Is there a failsafe or switch that needs to be re-set?

ANSWER: dont know this tractor i would imagine there is a pto safety switch and possibly even do the lever is back the pto might still be engaged does it make any sound when you try to start it or is it trying to turn but cant

QUESTION: It makes no sound at all. The lights come on, on the dash, but it doesn't turn over, there is no click; nothing. I have tried to locate a switch, but I think that it might be an internal one.

most likely it is screwed into the gear box somewhere you should be able to follow the wiring loom to it.is the pto engaged by a mechanical linkage from the lever with a clutch or is it hydraulic type pto if it is the mechanical linkage make sure it has disengaged and that the linkage isnt damaged
i think you have a loader on this and the loader is a 7108 not the tractor have a look at the bonnet and you should be able to tell me the tractor model
