Tractor Repair: 53 jubilee, gallons per minute, power steering

I have just purchased this tractor. The power steering assist was not working so I tested for pressure and am getting about 2 gallons per minute of oil. Others have told me that should be OK. I have come to the conclusion that the seals must be bad in the cylinder. After taking the cylinder off I see no way of getting the nose end off of cylinder, the cylinder is rolled over on nose end and the other end was welded shut. Do I need to remove weld /repair seals and re-weld together again or is there something I don't see that will remove shaft end and allow me to repair seals. Are seals available for this cylinder.

  You are getting 2 gallons per minute flow, but how much pressure?   You will need at least 1200 to 1500 psi to get it to work.  To see a breakdown of the parts for the cylinder, go to newholland.com, and click on parts.  Click on online parts search and type your model in the search box and click search.  Select your model from the results.  If Jubilee is not listed, try 801.  Go to the steering section and you will find a breakdown of the parts and the part numbers.  You should not have to cut it apart and reweld it.  There are some cylinders that can't be taken apart and must be replaced.
