Tractor Repair: Ford 800 Tractor wont start, new distributor cap, carburater

I have a Ford 800 that will not start. I was mowing with it and it started to sputter noticeable out ou the tail pipe.  I parked it and shut it off, then tried to start it again, but it just sputtered and backfired without starting.
I put new points, plugs, condenser, dust cover, rotor and cap on it and now it wont even sputter or backfire.
I pulled all the plugs out and layed them against the block and had my wife turn over the engine.  All four of the plugs were firing perfectly.  I pulled the pipe from the air cleaner to the carburater off and about a quarter cup of gas came out.  I pulled the carb and tore it down, cleaned it out and blew it out with air, readjusted the settings and reinstalled. It still won't make a sputter.
Any help you can give me will be greatly appreciated.

  If the spark plugs all have a good strong spark, and the air cleaner pipe is off so you know it's getting enough air, then fuel is the only thing left.  Even though gas came out when you removed the pipe, there is still something wrong there.  Check the fuel flow from the tank and make sure it runs out full stream.  If the gas is more than a year old, drain it out and put in fresh gas.  Make sure the wires are on the new distributor cap in the correct order.
