Tractor Repair: Drive belt replacement, troy bilt, lawn tractor

I have a Troy-bilt (MTD) Model B809H lawn tractor. The drive belt snapped and I am atempting to replace it. The manual says to remove the PTO clutch and then remove the drive belt by feeding it from both ends toward the front idler pulley. The problem is that the engine pulley is covered by three tabs that protrude down from the frame (they are part of the frame, not removable) which prevent the belt from being removed or replaced around the pulley and also prevent a wheel puller from being used on the pulley. My question is, what is the trick to removing and replacing the on the engine pulley? Also, is the service manual for this tractor available  to consumers?

using a search engine like google then if you can find a suitable manual send me a copy from it showing the appropriate area. and i may be able to help.
it may be possable even to find one on  --EBAY.
