Tractor Repair: motor rebuild, valu bilt, ford naa

hi  danny,  i  am  from  catskill  n.y.  20  mi  s.  of  albany.  i  was  given a  ford  NAA.  it  had  a  bad  motor,  i  bought  a  long  block  from  valu-bilt.  knowing  nothing  about  motors  i  enlisted  a  friends  help  in  installing  and  getting  it  to  run,  which  it  does,  how-ever.  he  heard  a  lifter  out  of  adjustment  and  removed  the  valave  cover.  he  says  there  is  not  enough  oil  getting  up  to  the  head.( rocker  assemblt  looked  dry ) a  small  amount  from  the  push  rods  is  evident  but  he  thinks  there  should  be  oil  comming  from a  pickup  tube  into  the  rocker  assembly.  this  is  not  happening.  we  have  great  oil  pressure  to  the  guage,  and  heve  spun  the  oil  pump  with  an  electric  drill  and  screw-driver  bit,  but  no  oil  comes  up  this  tube  to  the  rocker  assembly.  another  farmer  in  the  area  says  there  is  not  supposed  to  be,  and  the  oil  from  the  push  rods  is  sufficient. what  do  i  do?

Jason is there any oil holes coming up to the rocker gear in the rocker assembly.
If there is ,the oil flow should be good out of it if there is not the flow up the push rod tubes should be good enough but again I am not sure as it has been a long time since I have done work on this type of engine.
