Tractor Repair: steering on6610s ford/1995, steering wheel, shaft

no steering. The steering wheel just turns. The steering motor turns with steering wheel but knothing happens. checked fluid, its good, checked air in lines, its good.Pump is working. Could steering motor be bad? Stumped!

Wendell it could be the orbital valve at the bottom of the steer shaft you should  seek an opinion of you local dealer because he can check the items in the steer valve such as pressure etc that would determin wheather it is the valve and you can make a decistion from there.
