Tractor Repair: Why doesnt my mower raise when control lever is operated, kubota tractor, point hitch

On my '96 Kubota tractor model B2400 with a Kubota mower model KC60-24B, the mower does not raise when I operate the position control lever. On the rear PTO the three point hitch raises and lowers but raises slowly. The mower operates when I shift the mid PTO on but will not raise or lower.This just started happening recently. I checked the fluid and the level is within the normal range.

Ray you say the three point hitch raises but only slowly this could mean that the oil filter may need replacing or cleaning depending on the type of filter in the system.
The other thing is there is usually a linkage from the deck to the linkage has the adjustment moved or has it become detatched from the linkage or the deck?.
Have a look at these items also does the linkage raise to the normal height even though it is slow?.
