Linkage on Carb Poped off. When I put it back together engine revs too high. Could there be a small spring broken and lost?

Tom it could be that the linkage that goes in the timing cover with the balance weights could be not set right and also the spring which is external could be in the wrong position it would be advisable to obtain a workshop manual on your machine to make things easier to handle if you do not have a lot of mechanical knowledge.
