UK Car Repair: Electrical short?, vauxhall envoy, bad earth

I have a 2002 manual 17TDI Vauxhall Envoy- the wipers stop mid stroke when i try the quick wipe mode and when the full lights are on (dip/full) the instrument panel dims way down and the interior indicator lights dont display - actual indicators work ok and head light interior dim/full light appear to be reversed Any ideas?

It isn't a short, a short will blow fuses. It seems like a strange set of faults, but I would guess the cause is a bad earth connection -most likely- in the dash or steering column.  It maybe diffcult to get in there to check.  Sorry I can't be more specific.
