Volkswagen Repair: car starter wont start, solenoid starter, battery connections

I cleaned the battery connections I cleaned the wires connected to the battery and I am using jumping cables connected to the second battery standing on the floor (new battery) I connected the new battery to the old battery (using jumping cables). Unfortunately I've had no success and there is still a clickclickclick noise when I start the car. Recently for a couple weeks I would not start the car because of freezing temperatures. So my question is what am I supposed to do now? Thank you for your time!

 There is likely too much friction in the starter.  This could be because of the temperatures causing the lubrication of the solenoid of starter bearings to gel, but also the solenoid/starter itself may be worn out.  Either way, you may need to replace the starter to get it going.
