Volkswagen Repair: 1997 VW Golf issues, cigarette lighter, older models

My 97 Golf has a few issues (don't they all:)).  

First, the turn signals shut off more often than not when i press  in the brake.  The right one works 75% of the time, left one mabye 25% but it blinks double time (im also trying to find out how to change the front signal light that is apparently blown).  with the headlights turned on, they both work about 0-5% of the time.  

Second, it detestes starting in the rain or a few days after it has rained.

Third, the cigarette lighter won't work, even after replacing the fuse.  

Fourth, I love this car to death, it handles like no other and is still passing cars on the road.  go VW.

  I am only familiar with the older model diesel Golfs.  However, on the older models you would access the signal lights from either the trunk or under the hood, and the bulb can be removed by accessing the bulb holder and giving it a 1/4 turn counter-clockwise.  As far as the other problems, your vehicle has a computer-controlled engine, and I have no idea what other functions the computer handles...good luck.
