Answer
Sounds like the shifting problem is with an automatic transmission, right?  If so, the brake light switch needs to be replaced.  Call the local VW dealer, and ask if you eligible for the "N4" brake light switch campaign.  Next, the secondary air pump...does it sound like a vacuum cleaner on steroids when it runs?  If so you need to get the pump out of the car.  Be careful, everything is brittle, and old, and the hoses, and the vibration reducing rubber grommets that hold the pump to the bracket will tear, and be useless, so just be careful, but get it out.  Then look at the pump, in profile,  look at the edge of the pump, and see if there is a space between the halves.  If there is any space at all, the rivets that hold the pump together are no good anymore, and you need to drill them out, and replace them with long thin screws, and nuts, with lock washers, or just locking/nylock nuts.  Put the pump back together, back in the car, clear the fault, and go take the test.  That should cure the secondary air problem.  Good luck Miguel!
