Volkswagen Repair: 2001 Passat, oil drain plug, sludge problem

I changed the oil and filter. When I checked the oil level to see where I was at, it was way over full.  SO I pulled the oil pan bolt back out to drain and nothing came out!?!?!
So then I started the car to let it run for a bit, pulled the bolt back out and just a little drizzle of oil.Then rechecked the oil and it was still way above the full mark.
SEE I have oil on my dip stick and none coming out of the pan.  PLEASE HELP
Could this be engine sludge?
When I drained the oil I let it sit for a few hours before refilling....was that a no no?

The engine oil drain plug is under the splash shield and is a 19mm head and requires a 19mm socket to remove. I was wondering if you used a 8mm,14mm,or a 17mm allen to remove the drain plug. If you did then the plug is for the trans not the engine. If the trans is empty please do nothing further. Tow it to a repair shop. Dealer is best and have them fill it up. Using the wrong fluid can the trans. Then to correctly fill it up is to correct level a scan tool is required to check the trans temp. This is not a sludge problem. Good luck.
