Volkswagen Repair: Rear Brakes, emergency brake lever, oxnard st

I just bought this 91 Passat for my son.The guy told me that he replaced the brake pads.They look new.I tried to adjust the emergency brake by adjusting the nuts behind the hand brake.I have them all the way down  and the brake still doesn't hold the car on my driveway.I have to pull the handle up till it wont go any farther.Is there any more adjustments on the brake caliper for this style Passat?Is there little mini brake shoes on the inside of the rotors?

You probally need new calipers. When the rear calipers go bad they fail to react to the emergency brake. You can tell if this is the case by pulling off the caliper then manuelly pulling the emergency brake lever on the caliper and seeing if the piston comes out a little when you do this.
