Volkswagen Repair: Heater wont go to no heat on 96 Golf GL, golf gl, newer cars

Question
In other cars that I have owned without AC, I can turn the fan to max and turn the temperature control to cold and blow unheated outside air from the air vents.  Except when the car is first started, the air coming from the vents in our VW is never really as cold as outside air.  The VW has no AC either.

During summer travel, this can be a real pain.

Is this normal for this car or should I be able to shut the heat off completly and get unheated air from the vents?

Answer
Saul, Thank you for your question.  Sometimes with newer cars the vent is a little too close to the heater core and also they vent door does not close fully when set to the cool side of the control.  More than likely the problem is the door to the heater core is not closing fully.  Also the cable to the vent control could be kinked up. Either way you can take to a repair shop, (the dealer is a last resort) that handles VW and they should be able to check it out for you.
Hope that helps
