Volvo Repair: 1990 740 gl starter, starter solenoid, check battery

QUESTION: When the key is turned all the dash lights come on, there is a slight buzz for a couple seconds, then no noise (lights stay lit). How do I replace the starter? Also, how do I replace the odometer cable? I'd really appreciate your help as soon as possible.  Thanks.

ANSWER:   Sally, your buzz should be the fuel pump priming. It's normal. The starter is straight forward. Disconnect the battery first. Remove the wiring from the starter and unbolt it.
  To repalce the odometer cable you have to pull the instrument cluster. Remove the cable from the back of the speedo. Then remove the other end from the transmission/overdrive unit.

QUESTION: Thank you for such a quick, and easily understood, reply. I have one more question.  How do I tell if it is the starter and not the ignition?  We had a discussion after I wrote the first e-mail, and now we aren't 100% sure it is the starter.  I have a voltmeter I can use.

Answer
 Chek the "small" wire at the starter solenoid for 12 volts when turning key to start. If you have it every time, it's probably the starter. If not, look towards the ignition switch. Also make sure the "big" cable is tight on the solenoid. And of course check battery and ground connections.
