Volvo Repair: 1990 volvo station wagon wont start in cold weather, volvo station wagon, volvo specialist

Hi! My friend owns the above mentioned vehicle, and it hasn't been starting in this cold weather we've been having, sometimes even jump starting it won't work. She's thinking about having an engine block heater put in, but doesn't have a lot of money, so I thought I'd try to find out some information for her.  Is it true that the heater needs to be specific?  I'm not sure if I'm asking correctly.  I mean, when I look for this heater for her online, are the heaters general? Or do I specifically ask for the heater for her year/make of car?  And one other question: is it even worth putting the heater in for this old of a car?  Thank you in advance for your time and your answers.  Have a great night!

Brenda, Old? This Volvo is still New.  You know how long and how durable these older Volvos are?  I have never had to install one of those but from what I understand they are supposed to be car specific and should be done at a Volvo specialist shop or dealer. I hope this helped.  Roger
