Volvo Repair: 2004 Volvo S40, volvo vadis, windshield wiper motor

QUESTION: My daughter has a 2004 (NOT 2004.5)Volvo S40

Recent problem was when she went to wash/wipe windshield, the wiper and the washer would NOT shut off! This has happened a few times of late. The wipers kept going and the washers kept on squirting!

I was able to get a schematic off the internet for this car and in fact see the wiper circuit showing power from two fuses going through the wiper stalk and then some wires going through the CEM an then to the windshield wiper motor, washer motor and I think the headlight wiper motors.  There appears to be an embedded relay or two inside the CEM that have something to do with the windshield wiper.

What is the truth here.  I think I saw some past POSTS that you answered in 2006 about the CEM and you wrote that the CEM was just a plug in device and no software was needed.

I was also able to access via the internet portions of the Volvo VADIS system where it mentions in servicing section of the CEM,

REMOVE CEM
Make note of radio code
Turn ignition key to POSITION 0 and disconnect battery ground lead.
NOTE: Before renewing the Central Electronic Module, read out all settings via VIDA carcommunication.
Remove the panel under the dashboard on drivers side.
Disconnect the courtesy lighting wiring.
Remove four connectors from the CEM.
Remove the two screws and remove the CEM
----
Position module and tighten screws
Refit the connectors (4x) in the CEM
------
Connect the wiring for the courtesy lighting.
Reinstall the panel under dashboard.
Turn the ignition to POSITION II.
Reconnect the battery ground lead.
If applicable: re-enter the radio code.
Set the correct time at the clock.
NOTE: RESET THE SETTINGS FROM THE CENTRAL ELECTRONIC MODULE (CEM) FUNCTIONS VIA VIDA CARCOMMINICATION

Went to a a local mechanic(ex Volvo dealership mechanic
He replaced the wiper stalk, but problem still happened.
He suspects the CEM Central Electronic Module) Unfortunately he is telling me that this item needs to be "branded" with equipment he doesn't have- meaning have to take it to a dealership.
I am not a "Volvo person", but when I spoke to a Volvo dealership service advisor, he explained that the CEM doesn't actually use "software"  Instead the CEM is a read (write?)once only device.  It can only accept one "branding"
of the VIN or something like that.  Once that is done it can't be undone.  Therefore you can't get CEM from a salvage yard, etc. He says that's to deter thefts of CEM's.
To me it sounds the dealer is trying to make it sound like its a dealer only fix.
Don't know if this is the truth or not.
Would sure like your take on this.
The dealer is saying this is a $1000 job.

Can get back to you if you need actual car VIN number

ANSWER: Ed, I really didnt need all this but thanks for your thorougness.  Its not a 1000 job, its about 600.  The CEM is about 400 and the labor is about 200.  Its a plug and play unit.  You unplug it, remove the CEM and reinstall new one.  Problem fixed.  He is incorrect. You can get a used unit and plug it in.  I have done it.  Roger

Your take is that's plug & play, just remove and install and I understand that.  If that's what it is then I would feel comfortable doing the replacement myself.

But what about what I've been told that the CEM has to be "branded" before it will work and the reference to the "readings of settings from the "old" CEM and "resetting" the settings to the "new" CEM?

Are you saying that the "branding" and the "resetting  of the readings" are unnecessary for the proper operation of the CEM to work when you finished installing it?

I just don't want to get into a situation where I purchase the CEM, install it, and then it doesn't function correctly because it is not" branded" or there are no "reading settings" installed.  Then if I have to go to a dealer he won't do these things for me since I didn't buy the CEM from him.

One source is telling me that they would sell me the CEM p/n  30638707 for $596 and that dealer list is $662 for the CEM.

Ed, all the ones that I have done have been unplug it and plug it in and it works fine.  Like I said, Ive never heard of this branding issue. Yes, Its not a cheap part.  It is possible that the later S40's changed but Im not aware of it.  That dealer sounds like a jerk.  I constantly have cars going to the dealer for downloads.  They never give me any problems.
