Volvo Repair: 1995 volvo heater fan replacement, srs system, heater fan

I am having trouble removing the heater fan motor.  I removed the glove box and took out the 4 screws that hold the motor in but there is a long round black metal piece right below the opening of the glove box that stops me from pulling the motor out.  It appears that it might be related to the SRS system because there are stickers on the unit that refer to the SRS system.  Any thoughts how I can remove the fan?

  I believe you are looking at the knee bolster. It should go all the way across the bottom of the dash? It's to prevent you from sliding under the air bag during deployment so the airbag has maximum effectiveness. Just pull the two bolts at each end and swing out of your way. The suckers are in there tight. Watch for SRS wiring clipped to it and detach as necc. Perform all work with the key out of the ignition, and you should be alright.
