Answer Liz, sorry, your question is too open ended. Many, many thngs could cause the fan not to function. A fuse, the switch, a power stage or even the blower motor itself, among others. With no testing being done, there is no way to know. It's kind of like calling a doctor and saying, "I don't feel good. What's wrong and how long will I be sick? How much will it cost to cure me?"
Take it in and have it diagnosed by a competent Volvo repair facility. E-Mail me what they think and why, and maybe I can help?
