Volvo Repair: Rust 1987 240dl wagon, rust stop, razor blade

Hi, I want to get my Volvo back on the road.
All in all the body is in pretty good shape. However where the luggage rack was (it was taken off) around the holes are starting to rust. I also noticed on the front passenger door on the bottom it is rusting about a 4" square. Along the bottom of the car also near the wheel wheel. How is the best and most economical way to fix the problem. I would like to stop the rust.
Also I am taking the tints off the window, it is peeling off pretty easy but the glue is a pain. I am using Goo Be Gone, but is there anything better to take off the glue. Thanks Debi

Debi, the best thing for thet glue is windex and a new razor blade.  It will come right off.  Just wet it down really good and start scraping away. AS far as the rust.  There is a rust stop product out there but a Body shop is the best person to ask about this kind of stuff.  I would take the car to a good bodyman and see how much it would cost to repair.  Roger
