Volvo Repair: 89 Volvo 240 GL timing went out, volvo 240 gl, interference engine

My 89 Volvo didn't start one day and when I tried to turn it over, it made a horrible noise. Took it to a mechanic who told me that the valves are most likely shot and that the timing went out. Now, he didn't look at the valves, but is sure that because the cam shaft won't turn at all, the valves are bent and thus needs a new head. First of all, can he really diagnose that if 1) timing belt is off and the car isn't on and 2) he can't see the valves? Could it just be that it needs a new timing belt and gasket? If thats the case, is the timing belt difficult to put on? Or...I've looked into buying a new head for $75.00. Thanks for the help

Carly, the 240 is not an interference engine and he is trying to rip you off by saying the valves are bent.  There may have been a lubrication issue and it may have seized. a New Volvo head for 75 bucks?  I  want 12 please.   Where are you finding this head at?  I bet its a used head.  Yes, you can diagnose if timing is off by looking at it.  If the cam isnt turning, like I said there are other issues going on.  If you live in Florida, I will fix the car.  Roger
