Volvo Repair: Volvo 240 failed emissions, volvo 240 dl, e mail address

I have a 84 volvo 240 DL SW that was recently bought to Va. To register, needs emissions test. Had test done It failed. HC reading 224 failed. CO% 0.45 passed, NO ppm 4116 failed. all of these numbers were at 15mph. At 25mph HC and CO passed but NO ppm failed. Service guy said I need cataylic converter. So I replaced and now the readings are far worst. I failed everything on reinspection. After spending close to $400 they can not tell me what's wrong with the car.
What next?  I dont even know where to begin.

         Sorry to hear about your auto sadness.
         First of all...Do you have a receipt for paying to have this job done...and do you have a diagnosis and cost estimate explaining that you need a new cat?I hope so.
          If I were you I'd take the bums to small claims court.Period.This kind of misjustice happens often and too few seek resolve...and often the repair shop will pay you to make the problem go away...if you go about it correctly.

            After all it might have been a good idea to get a second opinion regarding the cars needs to pass inspection....but how could you have known.
          Your car could have more than a few emission failures.There is a quick fix that comes in a can...I have not tried any..but they are guarnteed.I'm not advising you to break any laws...however as a temp measure this may help.
            I have owned many 84's and really liked this year and model,however they had a few problems especially if the car had been driven in city and on low grade gas which loads up cats.and other fuel related management systems...injectors,pumps,regulators,valves,sensors and more.
              I'll not lecture you on the values related to using premium or regular fuels in your car.Many will argue this point with much passion.Simply put,You are what you eat...same as your car.I only use premium and have not had fuel related emission failures in any of the cars in my family.
