Volvo Repair: starting problem, full tank, engine computer

I have a 1992 240 sedan, over 126000 miles.  The problem is that the car won't start.  It sounds like it wants to start but it just won't for some reason.  Sometimes, if I just keep trying it'll finally start after a while, but lately it has taken longer and to the point to where it won't start anymore.  

I have a full tank of gas,  I changed the sparks and wires and the coil...still it wont start.  I had a mechanic looked at it and told me the engine computer is the problem, while another says its the fuel filter...Can you help...Please!!!

Hello,
      There are many reasons why your car may not start.
             Failed coldstart valve..blocked fuel filter..
ignition problems...bad gas...maybe a electronic control device...including a Air Mass Meter..
               Had a competant mechanic look at your car to help you find the problem.
