Volvo Repair: S40 ac not shutting off., resistor pack, current electricity

Hi, my ac/heater blower wont shut off unless I turn the engine off. I resently changed the control panel thinking it could be that. but it continues to blow air. I put it on "0" position and it won't turn off the blower. The air speed is on high even when I position the knob on 0, 1,or 2. when you position the knob on "0" to shut off all that comes off is the green light that turns red indicating that the cold air is off and the fan is blowing.  If it may be the relay, where can I find it? Please be specific. I tried checking the fuses and they all look good. I even took out the blower fuse and it shut off all together, I changed the fuse and it continue blowing without being able to shut it off at the 0 position.

Hello Hilda,  The most likly reason for the problem is the 'resistor pack' or 'power stage'It gets current{electricity} when the key is in ON position.We saw this condition on some late model 850s,only high speed or no speed.Thank you for your patience in my response.Good hunting!  PKD
