Volvo Repair: 1996 960 hesitation between 1 and 2 gear sometimes, volvo dealer, fuel delivery

I've flushed the tranny twice, I've switched out the TCM, I've had the injectors cleaned out, and I've even put a tranny treatment into the tranny. The sedan has 152K miles and my local Volvo dealer says its the tranny. OK, what it does: sometimes when the rpm's get to around 2300 in first, the rpms will drop to 700-800 for about 1-2 seconds and then jump back up to 2300 like nothing has happened. I'm still not sold on the tranny idea. It sounds like it boggs out when trying to shift gears between 1 and 2. It does not happen all the time. It happens when cold and hot, but more so when cold. Fuel delivery issue?

it could be a fuel issue causing some type of hesitation.without seeing I really can not say.if it drops to this RPM it sounds like a fuel system problem.if it shifted then the RPM'S  would not drop that far.I would have someone else look at it for a second opinion
