Volvo Repair: overheating, radiator fan, volvo 240

Question
1990 volvo 240 overheats at idle with ac on during hot weather. After driving off for couple of mins at moderate speed 40mph+ it comes down to normal. It never overheats during long idle times during hot weather,but only if the ac is on. Could it be my 14 year old a radiator? t-stat is new and fan turns at idle.

most common I see here is Florida where it is hot is the outside of the radiator fan gets clogged with dirt and bugs. this restricts air flow.I would pressure clean the outside of the radiator.I would spray from the fan shroud area towards the front of the car and spray down between the condesor and radiator and the outside of the condensor through the grill.
