Volvo Repair: Brake light wiring, volvo s 40, fuse panel

Question
I have a 2000 Volvo s-40 that I purchased for my daughter to drive. All of a sudden her rear brake lights failed to work. I changed all of the bulbs in the housings and even changed the two housings that hold the brake light bulbs.

The housings are not getting power. I took my power meter and the two wires (one black and on green/red) that are the wires for the brake lights are not getting power. I stuck the probe into each one and there is no current in them.

I have checked every fuse in regards ti the brake system and they are all good. I put the probe of my meter into the fuse panel and it is getting power.

Lastly, the dash light is on which the book says that it means there is a bulb out. I have replaced them all so I am at my wits end adn not sure why there is no current getting back to the housings thru the harness.

Answer
Hello,
I think the problem is "relay" problem. Firstly check all relays those are in the engine compartment, if they are okay, remove the Central Electronic Module that is located above the pedals (gas/brake pedals), remove the cover firstly then you will see one electronic box, it is central electric module, it controls headlights, brakes etc.
It or one relay on it may have problem...
