Volvo Repair: electrcal problem, saco maine, cluster one

i have a 88 740 wagon several problems not sure if related.hibeam indicator light is deamly lit when lowbeams on and goes out when hi beams on tach goes up approx 1k rpms when horn is used while car is running. seat belt chime would not shut off. had to unplug seat belt relay to stop. i cleand ground block on left apron and even ran add. ground wire to block to see if would make a diff. no/diff. not sure if im barking up the wrong tree or not.would app. any advice you could offer thanks for your time   chris m  saco maine

Assuming all your problems came on at the same time, I suspect a connection problem in dash cluster. Recommend removing dash by unscrewing 2 screws behind cover tabs on both lower corners of cluster. tilt cluster one way to access one side of harness and then the other side to access the other side. Try just removing connector and re-installing it.
If not you'll need a wiring diagram for car to check all dash ground points to make sure they are secure.

Hopefully this car wasn't in accident before ??????
