Volvo Repair: cabin fan, glovebox, exact problem

The cabin fan on my 1995 850 only works on one speed (4). Before this happend the fan would make a whistling sound, like a bearing was failing on the fan. Would replacing the cabin fan solve my problem? Also, I assume that the cabin fan is located under the hood. Is this correct? Thank you, Steve

the fan is behind the glovebox inside the car.you will need to remove the panel under the dash the glove box and the metal knee bolster behind the glovebox and panel.it sounds like a bad fan but could also be the fan speed resistor.is would need to be fault traced with a test light to determine the exact problem.
