Volvo Repair: 1998 Volvo 240 DL wont start, volvo 240 dl, volvo 240

Question
The car will start 80% of the time and run fine.
But some time it just won't start at all. It seams to be a fule thing. I tryed to find the fuel filter but can't. Okay hear is the stupid thing. If the car is facing uphill the problem is worse.

there could be a problem in the prepump in the fuel tank.first  I would see if the main pump is operating by turning the key to crank it over and listen under the car when the key is released you will hear the pump make a buzzing sound if this is ok then I WOULD REMOVE THE TANK PUMP AND SEE IF IT IS WORKING OR THE HOSE MAY BE BROKEN IN THE TANK.
