first sir is it possible to do both emptying and refilling of the freon on my vehicle a/c system on my own?  do you know how to do it on a 99 dodge durango? and last how do i get the old coolant out to put in new freon?

first you need a set of a/c gages, a recapture tank for the freon, a vacuum pump to evacuate the air. youneed to flush the system, replace the orifice tube and accumulator, install the correct amount of refrigerant oil and freon and a leka detector to check for leaks.
