Volvo Repair: 99 volvo T5 S70, volvo t5, poor mileage

Volvo dealer said my car has  an Evap. Purge Shut Off Valve problem...Code whatever,,, they did not tell me.... My gas mileage is poor around 21.5-22 at best and my oil consumption is up.. i was told the 99 S70 T5 sedan high output Turbo will burn some oil and my car does have 101,000 miles.  No oil around the engine or out the exhaust when running and since I keep engine area utlra clean for the purpose of seeing problems as they occur this issue stated above may explain poor mileage and oil consumption...Running like a TWO CYCLE  50:1 ratio.... Runs good and strong but seems slightly slipping in performance and noticibly less miles per gallon...

I would like to see if I can have anyone else fix the problem but Best Volvo to fix it, Need to save $$$$$..

For the oil consumption, I can say that measure the car oil consumption for 1000 kilometres. 0,4 litre oil consumption per 1000 km can be assumed as normal. Weigh the oil of your car and note it, drive the car 1000 km, after 1000km again weigh the oil, and calculate the oil consumption. If we can take accurate value for oil consumption we can comment more.

For fuel consumption, we can say that 15-16 litres per 100 kilometres is assumed as normal for this car. As you know, for fuel consumption driving style is more important, if you drive the car fast (faster than 120km/h), it consumes more. However, for general aproximation (for average 130-140 km/h) it can be assumed 15-16 litre/100km is normal. However, I can say that please "reset" the values from your trip computer, and drive the car approx. 100 kilometer with 90-100 km/h average value, and measure and see the value, what it will be.  Also, firstly do not change the EVAP valve, firstly get the codes resetted (erase from memeory) and drive the car with the ways given above, then take the car to the service to check the codes, if there is still code for EVAP or not. And, test the car for oxygen sensors with the instructions given below: (with this test we can understand oxygen sensors have problem or not, after test the codes should be read via Volvo System Tester)
During test Air Cond. should be off,
-at 2500-3000 rpm drive the car 5 minutes, and then stop (the engine runs wait 50 seconds) then stop and start the car,
-again at 2500-3000rpm drive 6 min.,stop (/eng.runs)wait 40 sec. then stop and start
-at 2500-3000rpm drive 5 min. stop (eng.runs) wait 60 sec. then stop and start
-at 2500-3000rpm drive 5 min stop (eng.runs) wait 50 sec. then stop the engine.
With this test, you will take the ECU "cycling mode", so the Engine Control Unit checks the car.
After test, read the codes.

After all these, if you want I can comment for your findings...
