Volvo Repair: 1982 Volvo 4 cyl CIS, independent volvo repair, spark plug wires

I purchased a 1982 244 DL (not running)with CIS fuel injection and trying to get it to run. Checking various system components. I do not find any method to check the air control valve. The one I have is open when removed from the car and does hum when installed on the car. The engine is backfiring and blowing the hose off of the air control valve (rear connection blows off) when trying to start. The engine appeared to be in time and I have replaced the timing belt. During starting I have had it hit enough to warm up exhaust manifold on cylinders 3 & 4. 1 & 2 have never warmed up and are flooded when I remove the spark plugs.

I have new spark plugs but have not replaced the spark plug wires. All wires between distributor and spark plug have 6000 ohms resistance and the coil wire has 1000 ohms resistance.

I have taken the fuel injectors out of the head and observed what appears to be a very large amount of fuel sparaying. It seemd to be too much fuel.

I have a Haynes repair manual that covers this car.

Any suggestions you have are appreciated.

this car is a little before my time.most of them were not coming to the dealer by the time I started to work there and when they did they would go to one of the older technicians.they are a very tempermental car and everything needs to be just right for them to run properly.to buy one that does not run and then try to make it un is difficult and will probably require many parts even for a mechanic familiar with the cars.I would find a local mechanic at the dealer or independent volvo repair shop that knows them well and have them check it over.a car like this will be difficult to say what the problems are without seeing it.sorry I could not help more.
