Volvo Repair: Idle/fuel injection, fuel pumps, kick down

Question
Ususally when I start my 91'940, automatic, it reves up and down as if it si getting gas, then not getting.  It drives the same, no power, then a surge.  If I cut the engine off, then restart it, normally it will run OK, still a little rough.  I am almost sure it is related to the fuel injection.  I recently bought this car and have put 2000 miles on it.  the previous owner said the fuse for the fuel injection will sometimes burn out.  It does get warm.  I have cleaned and tightened the fuse.  The fuse in the wire from the battery to the firewall on the right side was blown.  I replaced it but it made no difference.  Also it doesn't want to shift without letting off of the gas?

Thanks.

Answer
there are many things that can make it surge.the only car I can recall having a fuse from the battery to the firewall is a 240.I am not sure what fuse this is.if the fuse is the fuse for the fuel pumps  it could be the fuel pump is goinf bad drawing too many amps.the shifting may just be that the kick down cable needs to be adjusted properly.
