Volvo Repair: timing belt changed?, rubber ring, harmonic balancer


Question
I had my timing belt replaced, the mechanic took the pulley off (harmonic balancer), now the car drives with the timing set at 30. if at 12 it has no power on the highway? could the pulley have been put on a few degrees off? Also, when timing set at 30 it has power but surges at high speeds a bit. Can you give me some advise. The car is a 1984 240 turbo, with intercooler. Thanks, Guy.

he may have put the pulley on wrong  or the pulley is bad.the pulley is 2 metale halves with a rubber ring between them to absorb vibration.what happens is the rubber gets old and dry and the outer pulley slips on the rubber making the timing mark read wrong.it will need to be taken apart to check the pulley is on correctly.
