Buick/Olds: 94 Park ave Heater question, automatic climate control, flow switches

Question
I have the above vehicle which I just purchased and I have never had a Automatic Climate control and the question I have is when I am using the heat when I turn the heat up the flow switches from the panel vents to the floor vents until the vehicle reaches the selected temperature then the blower motor slows down and then releases partially through the vents is this normal or do I have a controller problem,

p.s. The AC works fine the colder I get the more I get through the vents....

Sounds as though it is working perfectly. As you know HEAT RISES, Thus the air is diverted to the floor vents until the temp gets to the nes temp that you set on the control panel. Otherwise in the winter you would get frozen footsies.
