Cadillac: wont start, car wont start, starter relay

Question
i have a 90 Cadillac sedan Seville 4.5 liter v8, my problem is that my car wont start, i have power from the battery at 12.5 volts but none of it is getting sent to the starter when i try  to turn it over, all wires are intact, what could be keeping it from starting?

Answer
Your most likely fault is a problem in the THEFT SYSTEM (PASS-KEY) of the vehicles electronics.

Problem could be:

A fault in the chip on the ignition key.

2. A fault in the electrical contacts in the mechanical lock cylinder on the steering column.

3. A fault in the THEFT MODULE.

4. A faulty starter relay.

Do you have any check engine light or any display messages ?.
