Cadillac: Theft System, resistance of the wire, yellow wires

I have a '91 Seville.  Theft system engages and have to wait three minutes.  Often a total of 12 minutes, then she will start.  Took it to deaLERSHIP said I needed a new 40.oo key.  Bought this, same problem.  Then another dealer ship ADVISED that the ground was loose, they fixed it to the tune of 300.00, same problem.  Another mechanic said that it was in the steering column, and it would cost 500.00 to fix.
Before I spend another penny on it without really knowing, I'll junk it first. I love the car, has 187K miles and runs like new.  Can you help? Thanks in advance.  Ron

Under the dash there is a two wire connector with I believe 2 yellow wires connected in a connector. Pull the connector apart.

Now, Measure the resistance of the ignition key and see how many ohms you get.

Insert the key in the ignition and go to where you disconnected the connector under the dash and measure the resistance of the wire connector that comes from inside of the column and see if you get the same ohms. If you do NOT then the contacts in the ignition are faulty and or the wire has rubbed thru inside the column.

If you get identical readings then I would say that the theft controller box needs to be replaced along with new keys.
