Cadillac: 94 cadillac blower-hvac programmer, cadillac eldorado, amp meter

Dear Tom,
I contacted you last week with a question and i have couple more to ask with some more information for you and i sure hope you can help me because my mother has been without her car for a week now.I have a 94 cadillac eldorado.The blower motor seems to run only in a very low low speed,but every 8 seconds or so it will try and speed up to a little higher but then drop right back down to low low or sometimes stop and then go back to low.I have checked the three fuses that i know of and i have replaced the hvac controller with a used one from a junk yard.The hvac controller that came off of my car had a part #16165496 and the junk yard sold me a hvac programmer for a 95 cadillac with a part#16192516.This unit looks exactly like the one i dismantled from my car except for the part #!The new hvac controller is perfoming the exact same way as the original one did.The only thing i have not done is drive the car since i have installed the unit-should i drive the car or will this not make a difference?I have checked for any trouble codes thru onboard diagnostics and the only codes that came up was so36 and so44 and i referenced these and they appear to be for level control compressor and lift or dive signal.I have also checked for any corroded connections,checked the grounds,three fuses,two under the hood and one in trunk.I have took battery cable off car for 1 hour and then restored the power with no results.I have three wires going to the blower motor red being c and the gray with a black stripe is b and black is letter a.The red wire has power all the time,I do not have any power going to the gray blk wire during any setting,but i am only using a test light and have not used a volt or amp meter.Is there any sure way for me to make sure the blower motor is good-can i jump wire it with the wire unplugged or do you think the motor is good being it will run in a very low setting-meaning that when i put the controls on high in auto or econo during heat or ac mode the fan always works in low no matter what and like i said it is trying to go up and down on speed and cutting off and returning to low intermittently.
I am sorry this is long but i wanted to tell you everything at once so i can get this fixed asap for my mom.If you could send me any advice,diagrahms,tips,or a way to diagnose by process of elimination.I do have lots of knowledge as i was ase certified in 1980.Please any help would be greatly appreciated.You may also call me if you wish at 517-442-8916.
