Chevrolet: 95 lumina van not starting, lumina van, serpintine belt

i have had the waterpump replaced,the alternator,the battery,the serpintine belt,a full tune up(minus the fuel filter)my van is turning over but no fuel is getting to the engine,i did not notice any hesitation that would spell out a fuel pump issue. this has been plaguing me since i bought it. It keeps coming back to the same thing where it just wont turn over....could it be the fuel filter?  thanks......

Yes you should always swap out the fuel filter every spring. It could be the fuel filter or the fuel pump.

Cheapest way to diagnose this issue would be for you to go buy a manual fuel pressure guage. Ask for one that attaches at the Schraeder valve under the hood.

Tape the guage to the windshield or have someone watch it for you while you turn over the motor. If the fuel pressure comes up slowly, its the fuel pump or filter. If it shoots up to 40 psi or so instantly, its not a fuel issue.

You could also check your spark plugs immediately after you try starting the car. Pull one plug and see if its whitish brown or black or wet etc.
