Chevrolet: 2000 impala blower, older cars, hot wire

Question
Our blower fuse keeps blowing.  Blower won't even turn on when fuse is in and it just blows.  First the AC went and only blew hot air.  Filled it to proper level and it still didn't work.  I know you work with older cars but maybe you might know something that can lead me in the right direction.

  I would look for any broken or cut wire from the blower motor , and the switch also, and than try to run a hot wire direct to the motor to see if it will work that way if not than the motor is no good replace it. as far as the A/C what did you fill it with ? and how and in what lines ?
