Chevrolet: Theft System, electric car starter, chevy cavalier

I have a 1996 Chevy Cavalier. The people I bought it from put in an electric car starter and said that the Theft System light blinks but nothing has happend in years. I went to start my car today and my car wont turn over when I start it and the Theft System light is blinking. How do I fix this? Thanks

 I would first check the battery in the hand unit for the remote switch , try to press the switch prior starting the car , and if a system was put in the car after it came from the dealer , you will need the booklet that came with the system as it is not standard equp.
